Special committees of the Grand Lodge, unless otherwise ordered at the time of their appointment, shall report their proceedings in writing, at the communication next ensuing. The brother first named upon the committee shall be chairman thereof, and shall notify the remaining members of their appointment, and of the time and place of their meeting. When the membership of a special committee or board is elected or appointed for a term of years, the chairman for the time being or the senior member, if there be no chairman, shall call the committee or board together for organization as soon after the Annual Communication of Grand Lodge as possible. For all purposes, a majority of the committee shall constitute a quorum.
